traffic rules,rules

As i was saying on the last post,these guys either simply don't know or they ignore the rules of the road. Just now i saw a souped up matatu with its bull horns raving infront of a hospital! The hospital sign plus the no hooting sign were well and clearly visible but ooh no,this driver had to blow his horn all over the place not forgetting the loud banging crunk music blaring from the matatu's sound system. How can we sanitize these people,tell me please!!!
